Who may buy from this contract
COSTARS is the Commonwealth of Pennsylvania cooperative purchasing program administered by the Department of General Services. Its members are local public procurement units and state-affiliated entities that have registered with the program.
Edgent offers this contract to the broadest class of purchaser, all COSTARS members, with no purchaser-class restriction and no territorial limit inside the Commonwealth. Membership status is confirmed through the COSTARS program office, not through Edgent.
What is on the contract
Two manufacturer lines are offered today. COSTARS-6 covers shrink-wrap, downloadable, on-premise, and on-premise subscription software, so every product below is installed and run on infrastructure the member controls. Nothing on this page is a supplier-hosted or cloud-hosted service.
Edgent-manufactured software
Edgent is the manufacturer and licensor of the product in this table. There is no distributor between the manufacturer and the purchaser. Each product ships as a Kubernetes Helm chart and as a Docker Compose bundle with an install script, with a signed air-gap archive available on request.

Red Hat self-managed subscriptions
Edgent offers Red Hat products under the Red Hat Letter of Authorization dated September 4, 2026 (Registered Partner, Ready Reseller), with Carahsoft as Red Hat's aligned public sector distributor for Edgent. The entry covers the self-managed catalog, the subscriptions a member installs on its own servers or in its own cloud account.

Red Hat Training and Certification, including classroom, virtual, and the Red Hat Learning Subscription, and Red Hat Consulting and Technical Account Management are ancillary services. They may be bought only together with a product purchase on this contract, under section 11 of the COSTARS-6 Specifications.
Not offered on COSTARS-6. Red Hat managed cloud services and hosted services fall outside the scope of this contract: Red Hat OpenShift Dedicated, Red Hat OpenShift Service on AWS (ROSA), Azure Red Hat OpenShift (ARO), Red Hat Insights as a standalone hosted service, Red Hat Hybrid Cloud Console services, and cloud marketplace listings billed through AWS, Azure, or Google Cloud. Those belong on the Pennsylvania ITQ path.
Adding a manufacturer a member requires
Where a member requires another manufacturer's product under its own statement of work, request for proposals, or request for quotations, that line can be added to the contract. It takes the manufacturer's written authorization and the Department of General Services' written approval, both obtained before Edgent quotes the product.
Pricing
Edgent-manufactured software is priced from a customized net price list: Edgent Software Price List, Version 1.0, September 7, 2026 (PDF). It carries the SKU, unit, and annual price for every product and option above. Prices are in United States dollars and exclude taxes.
Red Hat products are priced at Edgent's acquisition cost on the distributor quote plus the fixed markup stated in the contract, quoted per order. The markup percentage is published here once the award is posted, and it stays firm for the life of the contract including renewals.
- A three-year prepaid term for any Edgent subscription is priced ten percent below three times the annual price.
- A non-production environment for any Edgent product is priced at 25 percent of the matching production subscription.
- No Edgent product and no Red Hat product carries a minimum order.
- Software is delivered electronically, so shipping is neither quoted as a separate line nor built into the price.
- There is no prompt payment discount and no late fee.
- Edgent will negotiate pricing further with a COSTARS member after award.

Payment
Terms are Net 30. Edgent accepts ACH, check, wire, and card, including Visa, Mastercard, American Express, Discover, and government purchasing cards.
Card payments carry no surcharge and no processing fee.
Inspection and license
The purchaser has not less than fifteen days from receipt to inspect and reject.
The member enters into the software license directly with the licensor, negotiated outside the procurement. No clickthrough or first-run acceptance gate is presented at installation.
Delivery and support
Delivery is electronic within five business days of order acceptance. Each subscription runs twelve months from delivery of the installation package and includes all updates, defect corrections, and Standard Support for the term.

Premium Support
Premium Support is an option on any Edgent subscription. It extends hours to 7:00 AM to 9:00 PM Central Monday through Friday and 9:00 AM to 5:00 PM Central on Saturday, shortens the Severity 1 response to one hour, assigns a named support engineer, and adds a quarterly review of releases, capacity, and open items. It is priced at 20 percent of the production subscription.
Support on a resold product
On a product Edgent resells rather than builds, the manufacturer supports its own product on its own terms, and defect correction, maintenance releases, service levels, security patching, and the warranty stay with the manufacturer and pass through to the purchaser unchanged.
Edgent is the purchaser's first point of contact during the hours above, issues a tracked ticket number, opens or escalates the case with the manufacturer through the distributor, reports status, maintains the subscription record, delivers renewal quotes ahead of expiry, and answers order and invoice questions directly.
